Costs related to maintaining the domain http://baseball.simulatedonline.com are of debt to the Commissioner, Fred Andres. Members of Baseball Simulated Online are exempt from any dues. Members are expected to participate in the management and development of their appointed franchise. Membership is at the discretion of the Commissioner and can be terminated at any time.

All rules and guidelines mirror the rules set established by Major League Baseball unless amended within this constitution.

Amendments

Article I (General Manager Removal) – The commissioner of Baseball Simulated Online holds the right to remove any General Manager for the following reasons as outlined in this passage. (A) Intentionally reducing the talent level of a Major League team for unnecessary monetary profit and / or draft pick compensation as established by the league average. (B) Modifying ticket prices to exorbitant levels as established by the league average. (C) Acquiring collateral (players, stadium deals, etc) which jeopardizes the long term financial feasibility of a franchise, as determined by the league Commissioner. (D) Lack of activity as determined by the following criteria: One entire week’s worth simulations without an export spanning 21 simulation days over 7 days without contacting the Commissioner. (E) Complete three consecutive unprofitable seasons in which the wins to losses ratio has decreased over all three seasons.

Article II (Newly Signed Player Rights) – Players who’ve signed major league contracts and extensions, including newly draft Amateur Draft picks and Internationally signed free agents, cannot be traded within the same season up until June 15th, excluding one year tenders as a result of arbitration, one year contracts as a result of pending arbitration and automatic tenders for players with less than three years of Major League service. Players who sign contracts and extensions greater than one year in length after April 4th cannot be traded until the following season, after June 15th. This rule prevents any team from signing a player solely to trade him for profit of talent. This is an active rule on the Major League Baseball books but often not enforced in simulated play.

Article III (Waiver Trading) – This amendment has been repealed.

Article IV (Stadium Construction) – New stadium construction may occur provided the project meets criteria set fourth by the league office. (A) The franchise’s current stadium is at minimum 40 years old. (B) The franchise has shown profitability for five seasons. Financial terms will largely vary between projects. Inquiring franchises should contact the Commissioner for more information.

Article V (Contract Parameters) – Teams may offer contracts (and extensions) to players using the parameters as outlined in this article. (A) Total amount of incentives cannot exceed 10% of the average total value of the entire contract (i.e. a two year contract averaging $4,000,000 per season means incentives cannot exceed $400,000 per season. (B) Incentive levels cannot exceed 225 innings pitched for Starting Pitchers, 80 innings pitched for Relief Pitchers and 600 plate appearances for Position Players. (C) Option years must be between 75% and 175% of the player’s average annual salary within that same contract (i.e. if a player’s average annual salary is $5,000,000, his option year may not be less than $3,750,000 and cannot exceed $8,750,000). (D) Teams may not offer contract extensions exceeding three years in length to players with less than three years of Major League service. (E) Extensions greater than two seasons may not average less than $2,000,000 annually.

Article VI (Free Agent Compensation) – Free agent compensation follows Major League Baseball rules with the exception of the following as outlined within this article. (A) Teams may not sign more compensation eligible type ‘A’ free agents than they have compensation eligible draft picks.

Special Events

Held yearly on July 1st, the International Signing Period brings internationally born players to the open market. Bidding is done on a one bid per player blind system, submitted to an unchecked email address which is opened one week or 15 simulation days later. Between 300 and 600 players over the age of 16 from the Dominican Republic, Venezuela, and Mexico are eligible. Teams must bid using available cash reserves only, excluding available balance. Bonuses offered must be at minimum $50,000. Players who receive no bids will be placed in the Major League free agent pool.

Coinciding with the start of free agency, the Posting System is utilized to bring players currently under contract in Japan’s Nippon Professional Baseball to Major League Baseball in America. Bidding is done on a one bid blind system submitted to an unchecked email address which is opened one week or 15 simulation days later. Between 1 and 5 players of professional age are eligible. Teams must bid using available cash reserves, excluding available balance, and are then required to negotiate a separate contract with the player. If a team cannot come to terms with the player, the player will return to Japan. Players who receive no bids will return to Japan.
